CALL FOR PROPOSALS TO ASSIST VOLUNTEER IRELAND IN DEVELOPING A
STRATEGIC PLAN FOR **APPLY ON THE WEBSITE**+

1. INTRODUCTION

Volunteer Ireland is the national volunteer development organisation
and a support body for all **Apply on the website** local Volunteer
Centres in Ireland. Our goal is to make sure that everyone who wants
to volunteer, can volunteer. We do this in a variety of ways:

A) VOLUNTEERS AND VOLUNTEERING
We promote and celebrate volunteering in Ireland through campaigns
such as National Volunteering Week and the Volunteer Ireland Awards.
Along with the Volunteer Centres we manage I-VOL, the national
database of Irish volunteering opportunities.

B) CHARITIES AND NOT FOR PROFIT ORGANISATIONS
We support national volunteer involving organisations through
training, resources, advice and consultancy.

C) COMPANIES AND EVENTS
We support companies interested in volunteering and offer volunteer
management services for large scale events and festivals.

D) THE NATIONAL VOLUNTEER NETWORK

across the country including implementing a quality standards
framework.

2. BACKGROUND AND METHODOLOGY

Volunteer Ireland developed a strategic plan in **Apply on the
website** which was reviewed in **Apply on the website** and is coming
to its end in **Apply on the website**. We are now looking to develop
a new strategic plan for **Apply on the website** and beyond.

We are inviting proposals from suitably qualified individuals to help
us to develop a strategic plan for the next three years to five years
- the period is to be agreed as part of the planning process. The
successful candidate(s) will have the ability to think critically,
excellent research and engagement skills, sectoral expertise, tried
and tested methodologies, group facilitation skills and a willingness
to challenge the status quo and assumptions. The strategic plan will
be based on a review of the current strategic plan, consultations with
board and staff members and interviews with key stakeholders including
some affiliates, the Department of Rural and Community Development and
other strategic partners.

3. KEY DELIVERABLES

A finalised Strategic Plan, which delivers on the following:

* Review performance of the current VI strategic plan, including
lessons learned
* Consultation with Board and staff to include a situational
analysis
* Development of a process for a wide range of relevant stakeholders
to feed in through e-consultation.
* Planning and delivery of workshops with key partners and
stakeholders. Key partners may include groups that we deliver services
to such as affiliate Volunteer Centres, Volunteer Involving
Organisations (VIOs), companies that engage with our corporate
programme, as well as organisations that engage with us such as the
Wheel, academics and other relevant NGOs.
* Interview of **Apply on the website** external stakeholders
* Drafting of a strategic plan which includes the following: vision,
mission, values, strategic goals and objectives, actions and KPIs, and
Critical Success Factors. The Plan should also complement the Quality
Standards system within VI.
* Production of a final strategic plan, following feedback.

4. DURATION OF THE PROJECT

The project should commence in the summer of **Apply on the website**
and be completed preferably by the end of **Apply on the website**. In
order to ensure the best possible strategic plan, we can be flexible
with this timeline and allow the process to start in early Autumn

5. SUBMISSION OF TENDERS

Experienced facilitators are asked to submit a proposal that should
include the following:

* Background information with C.V.
* Evidence of prior experience in delivery of similar projects with
particular emphasis on experience of working with the community sector
and facilitating groups of diverse stakeholders
* References
* An outline of the proposed methodology
* Quotation in Euros and inclusive of VAT, showing a breakdown of
days required to deliver the project and including all costs
associated with the work such as preparation time, travel expenses and
any other expenses as required.

Volunteer Ireland shall not accept any responsibility for any expenses
or loss, which may be incurred in the preparation of a Tender.

6. BUDGET:

7. SELECTION CRITERIA

Proposals will be evaluated against the following criteria:

Failure to comply with the above selection criteria will result in
disqualification from the tendering process. In the event of a tie in
award scoring, the cost score will be used as the deciding criteria.

Interested parties should submit a brief, fully costed proposal to
